Given the wide-ranging and complex responsibilities now placed upon local authorities, they can no longer be expected to retain a high degree of investigative expertise and technical equipment which they only need to use occasionally. However, when they do need to call on such expertise it is often to tackle a super-ordinate problem which demands a swift and robust response.
